A Complete Guide to Mandatory Certification of Lithium-ion Batteries and Industrial & Commercial Energy Storage Systems in Malaysia

Background Overview
In September 2025, the Standards and Industrial Research Institute of Malaysia (SIRIM), together with the Ministry of Investment, Trade and Industry (MITI), officially released the first edition of the Guidelines for Certification and Labelling of Energy Storage Batteries. Starting from October 15, 2025, relevant batteries and energy storage systems officially fall under the mandatory certification scope of the SIRIM Product Certification Scheme (PCS). As a result, manufacturers must obtain a PCS certificate and affix the SIRIM safety label to their certified products before they can sell or distribute them in the Malaysian market.
Important note: We expect that in mid-to-late 2026, following the formal enactment of relevant regulations, SIRIM certification for energy storage batteries will become fully mandatory. At that point, products without certification will no longer be able to clear customs or enter the Malaysian market.
MyHIJAU Certification – Explanation and Necessity
MyHIJAU certification serves as Malaysia’s official green product certification mark. The Malaysian Green Technology and Climate Change Centre (MGTC) manages this program. The Malaysian Green Technology and Climate Change Council (MTHPI) approved the initiative on October 23, 2012, and MGTC now promotes the certification mark and catalog, provides business advisory services, and handles verification and monitoring duties.
MyHIJAU certification covers the entire product lifecycle – from design and production all the way to recycling. Consequently, it stands as an authoritative green product mark recognized by the Malaysian government. Certified products and services will appear in the MyHIJAU catalog, which serves as a reference for government green procurement programs and green incentives – including the Green Investment Tax Grant (GITA) and the Green Income Tax Exemption (GITE).
MyHIJAU certification plays a critical role for companies entering the Malaysian market. For energy storage systems, it does more than just endorse environmental performance; it also serves as a crucial credential for connecting to the local power grid and obtaining local policy support. Several Chinese new energy companies – such as Huawei, BYD, and Ingenic Semiconductor – have already secured this certification.
Furthermore, obtaining MyHIJAU certification and securing a place in the MyHIJAU directory are prerequisite steps for companies applying for government incentives, including:
- Green Investment Tax Grant (GITA) – applicable to owner-occupied assets such as solar systems and BESS
- Green Income Tax Exemption (GITE)
- Government Green Procurement Scheme (GGP)
Additionally, MyHIJAU certification acts as a key qualification for bidding on large-scale green building projects. With this credential, companies can differentiate themselves from competitors and significantly improve their chances of winning contracts.
