Scope: Residential energy storage systems, including all-in-one units and battery packs paired with single-phase or three-phase hybrid inverters.

Part 1: Core Cell and Battery Pack Certification – TISI Mandatory Certification

Thailand enforces a strict mandatory certification system for battery products. To sell residential storage products legally, manufacturers must first obtain TISI certification.

1. Applicable Standards

Currently, the old standard TIS 2217‑2548 (equivalent to the old IEC 62133) remains in force.

However, Thailand has already published the new standards – TIS 62133‑1:2565 and TIS 62133‑2:2565, which correspond to IEC 62133‑1/2. Although the enforcement date for these new standards has been postponed, we strongly recommend switching to them as soon as possible. They will become mandatory in the future.

2. Key Certification Restrictions – Points of Particular Concern for Residential Storage Manufacturers

Certificate holder must be a locally registered entity in Thailand.

Foreign manufacturers cannot directly hold a TISI certificate. Instead, they must appoint a Thai subsidiary, a partner importer, or a local agent to act as the certificate holder.

Factory audit required.

When applying for the first time, TISI or its authorized representatives will conduct an on-site factory audit at the manufacturer’s facility in China. During this audit, they examine the quality management system. Although ISO 9001 certification can partially streamline the process, document review and sample testing remain rigorous.

Mandatory dual-labeling with QR code.

Before leaving the factory, products must bear the TISI safety mark with a QR code. When scanned, the code must direct users to the electronic license page in the TISI official database.

Part 2: Grid-Connection Certification – Approval Requirements from the Three Power Authorities (MEA/PEA/EGAT)

For residential storage systems – especially AC-coupled or hybrid inverter all-in-one units – grid connection requires approval from the relevant regional power authority. Moreover, the product models must appear on the authority’s inverter/ESS approved list (whitelist).

1. Regional Jurisdictions
  • MEA (Metropolitan Electricity Authority): Covers Bangkok and three adjacent provinces.
  • PEA (Provincial Electricity Authority): Covers the remaining 70+ provinces. This represents the primary installation area for residential storage systems.
  • EGAT (Electricity Generating Authority of Thailand): Manages the backbone transmission grid. Typically, residential storage does not involve EGAT directly.
2. Technical Requirements for Inverter (PCS) Grid Connection

Inverters must comply with the latest grid codes issued by MEA and PEA. In addition, manufacturers must provide test reports from internationally recognized bodies such as TÜV, UL, or Intertek, covering the following standards:

  • IEC 62109‑1 / -2 – Inverter safety
  • IEC 61727 – Grid interface characteristics
  • IEC 62116 – Anti-islanding protection
3. Application Process

First, the manufacturer submits the above IEC test reports and detailed technical specifications to MEA or PEA. Then, the authority’s technical committee reviews the submission. Once approved, the product models will appear on the official whitelist. At that point, local installers can use this approval to apply for grid-connection permits for their projects.、

Part 3: Additional Considerations for Residential Storage Products – Not Mandatory, but Highly Recommended

Nameplate and warning labels.

All label content must be translated into Thai. Furthermore, you should reserve space on the product for the TISI mark and QR code.

Fire safety provisions.

While residential storage systems do not face the same strict requirements as commercial and industrial projects, we still recommend installing built-in fire suppression modules – such as aerosol or perfluorohexanone systems. This proactive step will help meet increasingly strict on-site inspection standards.
