Mandatory Certification for Lithium Batteries in Spain

1. CE Certification – The EU Mandatory Conformity Mark

Lithium batteries exported to Spain must carry the CE mark. The specific requirements depend on the application scenario – whether the battery serves in an energy storage system, a power battery, or a portable device. The relevant core directives and standards are as follows:

Low Voltage Directive (LVD Directive 2014/35/EU):
  • For portable or small batteries, manufacturers should follow EN/IEC 62133-2, which covers safety requirements for lithium battery cells and packs.
  • For industrial and energy storage batteries, the applicable standard is EN/IEC 62619 or, in some cases, EN/IEC 63056.
  • For complete Energy Storage Systems (ESS), manufacturers must comply with EN/IEC 62477-1 or the EN 61000 series.
Electromagnetic Compatibility Directive (EMC Directive 2014/30/EU):

Battery packs or energy storage systems that integrate a Battery Management System (BMS) must undergo radiated emission and immunity testing. This typically involves standards such as EN 61000-6-1 / EN 61000-6-3 or EN 55032 / EN 55035.

Radio Equipment Directive (RED Directive 2014/53/EU):

If the battery pack or energy storage module integrates wireless communication functions – for example Wi-Fi, Bluetooth, or 4G – it must also undergo RED certification.

2. New EU Battery Regulation (Regulation (EU) 2023/1542)

The new EU Battery Regulation imposes full life-cycle requirements on all batteries entering the Spanish market. Let us look at the key obligations:

  • Hazardous substance restrictions: The regulation strictly controls heavy metal content. For example, mercury must not exceed 0.0005%, cadmium must stay below 0.002%, and lead must remain under 0.01%.
  • Battery passport: From 2027, energy storage batteries and electric vehicle batteries must carry QR codes. These codes will allow users to trace the battery’s carbon footprint, raw material origins, and recycling rate.
  • Labeling requirements: All batteries must display the WEEE symbol (crossed-out wheelie bin), rated capacity, and chemical composition.

3. RoHS Directive and REACH Regulation

Beyond CE and the Battery Regulation, two additional EU frameworks apply:

  • RoHS (2011/65/EU & (EU) 2015/863): This directive restricts ten hazardous substances in electrical and electronic equipment.
  • REACH (EC 1907/2006): This regulation governs the registration, evaluation, authorization, and restriction of chemical substances. Manufacturers must also comply with SVHC (Substances of Very High Concern) notification requirements.

4. Transport and Customs Clearance Compliance

Shipping lithium batteries into Spain involves rigorous safety testing and qualification reviews during customs clearance and logistics. The following documents are essential:

  • UN 38.3 Test Summary: This includes eight safety tests – altitude simulation, high and low temperature cycling, vibration, shock, external short circuit, impact/compression, overcharge, and forced discharge. Passing these tests ensures transport safety.
  • MSDS/SDS (Safety Data Sheets): These must comply with EU CLP regulations. They require complete hazard classification, first aid measures, and transport information.
  • Dangerous Goods Packaging Certification: Lithium batteries fall under Class 9 dangerous goods (UN3090, UN3480, etc.). Packaging containers must pass a 1.2-meter drop test and must display the Class 9 dangerous goods label and UN number.

5. Spanish Localization and Market-Specific Requirements

In addition to general EU regulations, Spain imposes specific requirements for sales and installation.

Spanish WEEE and Battery Recycling Registration (RRA/MITECO):

Exporters – or their local importers/agents – must register with the Spanish Ministry for Ecological Transition (MITECO) through the Spanish Producer Responsibility (EPR) system. This registration provides an RRA (Registro de Aparatos Eléctricos y Electrónicos) number. After registration, companies must periodically declare the weight of batteries sold in the Spanish market and pay corresponding recycling fees.

Energy Storage and Grid Connection Certification:

For residential or commercial energy storage systems integrated with PV or connected to the grid, manufacturers must meet the requirements of the Spanish grid operator (Red Eléctrica de España, REE) and relevant royal decrees – notably RD 244/2019. Specifically, the inverter and battery system must comply with the NTS (Norma Técnica de Supervisión) standard and the UNE-EN 50549 standard. These standards ensure that the system responds correctly during grid anomalies.

Fire and Building Safety Standards:

Spain enforces strict fire safety regulations for indoor and commercial battery installations – for example, the RSCIEI Industrial Facility Fire Safety Standard. Battery systems must therefore incorporate robust thermal runaway prevention and protection designs.
