It is a digital record that follows the battery.

The countdown is now less than six months away. However, companies should not rush to purchase a full-service compliance package. Instead, they should first answer three questions: What exactly is a battery passport? Does the product fall within the mandatory scope? And what should the company do immediately?

Customers are increasingly asking the same question: “Do your batteries have a passport?”

European energy-storage customers may ask the question directly, while tender documents for projects in the Middle East may express it more indirectly. Nevertheless, they point to the same requirement.

From 18 February 2027, energy-storage batteries placed on the EU market will need to carry a Digital Product Passport (DPP). Without a compliant passport, products may not clear customs. Moreover, the official EU DPP registration system was launched on 20 July 2026.

Therefore, companies should begin with a clear compliance sequence rather than buying every available service at once: understand the passport, confirm whether the product is covered, and then build the necessary compliance capability in the correct order.

1. A battery passport is a digital record, not a certificate

The first misconception to correct is that a battery passport is simply another certification document. It is not something a company obtains once and then puts aside. Instead, it is a digital record that follows the battery throughout its market life.

Each battery is associated with a QR code. When the code is scanned, users and regulators may be able to access information such as the manufacturer, material composition, carbon footprint, supply-chain traceability, and dismantling and recycling instructions. Because the battery may remain on the EU market for years, the record must remain accessible and must be updated when relevant information changes.

Before preparing a proposal or quotation, companies should understand the system architecture. The EU central registry stores only the Unique Product Identifier (UPI) and the data-access link. In other words, the registry functions as an index rather than as a complete cloud database. The full product data must be hosted by the company itself or by a contracted data-service provider.

This distinction directly affects the cost structure. Registration is not necessarily the most difficult part. The greater challenges are collecting complete data and maintaining that data over the long term.

Common misconception: “Once the data is submitted, the company no longer has to manage it.”

The central registry records the UPI and the data-access link, while the complete data remains on the company’s own hosting side. If the link stops working, the data becomes inconsistent, or updates are delayed, the economic operator that placed the product on the market may be held responsible.

Consequently, submission is not the end of the process. Long-term maintenance is part of the compliance obligation.

2. Is the product covered, and when do the obligations apply?

The mandatory scope is relatively clear. It includes electric-vehicle batteries, light means of transport (LMT) batteries, and industrial batteries with a capacity above 2 kWh. Energy-storage batteries and sodium-ion energy-storage batteries fall within the third category.

Small batteries below 2 kWh are not currently subject to the full battery-passport obligation. Nevertheless, other obligations, including labeling, hazardous-substance information, and supply-chain disclosures, may still apply.

Mandatory scope and key dates

Category

Typical products

Mandatory date

Electric-vehicle batteries

EV batteries

Full passport mandatory from 18 February 2027

Light means of transport batteries

Electric motorcycles and e-bikes

Full passport mandatory from 18 February 2027

Industrial batteries above 2 kWh

Energy-storage and sodium-ion batteries

Full passport mandatory from 18 February 2027

Batteries below 2 kWh

Small batteries

Full passport not currently mandatory; labeling and other obligations may still apply

Key timeline

Date

Milestone

20 July 2026

The DPP registration system becomes available. Companies can begin registration and technical preparation before the mandatory date.

18 August 2026

Battery information labeling becomes mandatory, including capacity, chemical composition, and the separate-collection symbol.

18 February 2027

The battery passport and QR code become mandatory. Non-compliant products may not clear customs.

18 August 2027

Supply-chain due diligence applies to economic operators above the relevant EUR 150 million annual-turnover threshold, with notified-body verification and annual review.

The immediate priority is therefore straightforward: define the responsible entity and begin collecting the required data now. Companies should aim to complete system integration and product-code assignment in early 2027 so that there is sufficient time for testing and correction.

Do not be misled by premature carbon-footprint claims

The statement that “the industrial-battery carbon-footprint declaration became mandatory on 18 February 2026” is inaccurate in the context of the source article. The carbon-footprint obligation is linked to a delegated EU act, while the calculation methodology has not yet been finalized. As a result, implementation is currently deferred, and the latest official guidance identifies certain carbon-footprint data points as not yet reportable.

Companies should not spend heavily on premature third-party certification merely because of aggressive marketing. At the same time, they should not ignore carbon data altogether. A reliable data-collection system will eventually be necessary, and building that capability early can reduce later costs.

3. The three actions Chinese manufacturers should take now

For Chinese manufacturers, the implementation path consists of three steps:

Define the responsible entity → collect the data → build the system and assign product codes.

The main difficulty is not usually software development. Rather, it is sequencing. If the company waits until the final month to begin, the missing supplier data—not the registration interface—will become the critical bottleneck.

Three-step implementation plan

Step

Core task

Practical considerations

1. Define the responsible entity

Determine who will complete the required economic-operator verification.

Choose among an EU importer, an EU authorized representative, or an EU subsidiary. Use an importer for a single customer or market; consider an authorized representative for long-term, multi-customer operations. Verification may remain valid for up to three years. Data responsibility cannot be outsourced.

2. Collect the data

Build the supply-chain, carbon-footprint, and recycling documentation base.

Collect material origin, mining location, recycled content, and supporting records. The collection cycle may take 6–12 months. Keep original evidence rather than relying on estimates or marketing claims.

3. Build the system and assign codes

Create the data architecture, generate one QR code per battery, and connect to the registration platform.

Keep complete formulas and process data in China while exposing only the minimum legally required dataset overseas. Use the web interface for small batches and the official API for larger volumes where available. Retain registration records for 10 years and update them when products change.

The order matters. First define the responsible entity. Then start the supplier-data collection process. Suppliers may need to obtain information from their own upstream suppliers, which explains why the process can take six to twelve months. This is the only part of the workflow that cannot be accelerated simply by adding more staff.

Step 1: Define the responsible entity this month

This is the step with the clearest structural constraint. Only a verified economic operator can register and modify passport data in the relevant system, and the identity-verification process requires a qualified electronic seal under the eIDAS 2.0 framework.

A company based in China may be able to create an account, but it may not be able to complete the required verification independently. It therefore needs one of three arrangements: an EU importer, an EU authorized representative, or its own EU subsidiary.

There are two practical routes:

Appoint the EU importer. This is usually the fastest and least expensive route for a single customer or a single market. However, the contract should clearly address data ownership and UPI migration so that compliance does not break when the customer changes.

Appoint an EU authorized representative. This is more suitable for manufacturers serving multiple customers over a longer period. If the verification remains valid for up to three years, the compliance entity can remain stable even when customers change.

The non-negotiable rule is that data responsibility remains with the Chinese manufacturer. A service provider may operate the account, but the manufacturer cannot transfer responsibility for the accuracy and authenticity of the data.

Step 2: Collect the data now—the largest bottleneck

The latest guidance referenced in the source article identifies 71 passport data points. Three categories are particularly difficult to collect and are often underestimated.

First, supply-chain due diligence. Companies may need information on the origin of lithium, cobalt, nickel, and other critical materials, the location of mines, and the proportion of recycled material. This information must often be requested layer by layer from cathode, anode, electrolyte, and mineral suppliers. Because the process may take six to twelve months, it should begin immediately.

Second, carbon-footprint data. A product carbon footprint requires life-cycle information. Although the obligation to complete third-party certification is currently deferred according to the source article, companies can still begin mapping supplier carbon data and establishing an internal collection process.

Third, dismantling and recycling documentation. Recycling instructions and material lists can often be prepared by engineering or process teams. Early consolidation reduces the risk of missing documentation later.

The financial threshold also matters. According to the source article’s interpretation of the simplified EU Omnibus approach, due-diligence obligations target economic operators with annual EU turnover above EUR 150 million. Companies below the threshold may be able to defer that work and focus first on the core passport data. Companies above the threshold may need notified-body verification and annual audits.

When selecting a notified body, manufacturers should verify its status through the official NANDO database and check the relevant legislation, including Regulation (EU) 2023/1542. A provider that claims to offer battery-regulation certification should be able to present its notified-body number.

Finally, every item of supporting information should be retained with its original evidence. Estimates and promotional statements should not replace primary records. Regulatory inspections may trace information back to the Chinese manufacturer, and falsified records can become a severe compliance incident.

Step 3: Build the system and assign codes by early 2027

A practical architecture uses two data layers. The complete formula and process information can remain in China, while the overseas-facing system exposes only the minimum dataset required by law. This approach can help the company meet transparency requirements while protecting commercially sensitive information.

Each battery should have its own QR code linked to the passport access point. The code must remain scannable, and the linked page must remain available for the required period. This is the final product-level delivery obligation.

For small batches, the web interface may be sufficient. For larger shipments, companies should evaluate integration with the official API, subject to the applicable technical limits. Registration records should be retained for ten years, and product changes should trigger corresponding passport updates.

4. Where companies can save money—and where they should not

The three largest cost areas are usually data-service systems, carbon-footprint certification, and authorized-representative or service-provider fees. The best spending strategy is therefore selective.

First, do not rush into carbon-footprint certification. If the methodology is not final, an expensive certification completed too early may need to be repeated. Build the data-collection process first, and apply the final official methodology once the rules are stable.

Second, use the official semantic resources and API documentation where possible. If the relevant standards and integration specifications are publicly available, the company may be able to review and implement them internally rather than purchasing a fully outsourced package.

Third, be cautious of “all-inclusive” service-provider claims. A provider may build the system and operate registration tasks, but it cannot assume the manufacturer’s legal responsibility. The manufacturer should retain original test reports, carbon-footprint records, and supply-chain files. Contracts should also specify data hosting, data portability, migration, and continuity obligations.

Fourth, small and medium-sized manufacturers may begin with an EU importer instead of immediately hiring an authorized representative or purchasing a large enterprise platform. In many cases, collecting complete and reliable data is more valuable than buying sophisticated software too early.

The battery passport is an additional EU compliance obligation on top of CE requirements. It does not replace CE marking. Both compliance tracks must be managed separately.

5. The countdown: an actionable schedule

There are less than six months before 18 February 2027. A practical schedule is as follows:

Now through December: define the responsible entity and start collecting supplier data. This is the only hard bottleneck.

Due-diligence threshold: determine whether the relevant economic operator exceeds the EUR 150 million annual-turnover threshold and whether notified-body verification is required.

Late 2026 to early 2027: build the data system, assign one QR code per battery, and complete registration.

Before 18 February 2027: conduct an end-to-end test with sample products and confirm readiness for compliant mass production and shipment.

Long term: keep the data current and the access link available. A battery passport is not a certificate that can be filed away after completion.

Ultimately, the battery passport is not simply “one more certificate.” It changes the product from hardware alone into hardware plus a continuously valid digital record. Manufacturers that collect the data and build the operating system first will be better positioned to maintain access to the European market. The preparation window is short, and not every company will be ready if it waits.

🎨 Contact LVFUenergy to Get Free Energy Storage Solutions

It is not a certificate.
